To increase the Navy’s capability and capacity so for the Fleet can be ready to surge effectively, Naval Sea Systems Command (NAVSEA) aligned all four public shipyards by having a senior naval officer as the Engineering and Planning Officer (Code 200). Capt. Jonathan Gandy becomes the first military Engineering and Planning Officer since 1993 when Capt. Robert P. Schack turned over the reins to Laurence Dutton. For more than 30 years, a civilian has held the position.
