Gov. Tony Evers signs legislation into law changing the Wisconsin National Guard tuition grant program April 14 at his office in the state capitol. Under the changes, the Department of Military Affairs pays participating universities directly at the beginning of the semester, rather than reimbursing National Guard students at the end of each semester.
