Yesterday, would have been Lt. j.g. Francis L. Toner IV's 41st birthday. In honor of their fallen son, the installation had the opportunity to welcome Sharon and Frank Toner to visit the bridge bearing his name. The Toner's were greeted by Capt. Henry Roenke, installation commanding officer and a group of Civil Engineer Corps officers and Seabees. After placing flowers near the plaque to Frankie, the Toner's and those assembled, walked the length of the bridge to honor his memory.
