Shoreline at Hartwell Lake Oct. 26, 2012. The Savannah River Basin has been in a prolonged drought since summer 2011 and has experienced significant rainfall deficit. The reservoirs entered "drought level 3" on Oct. 31, 2012, with Hartwell reaching 14 feet below full pool. The Corps of Engineers has further reduced outflows from the dams in response to the drought.
