A Maritime Safety and Security Team (MSST) aboard a 25-foot rapid response boat patrols container traffic in Port Newark-Elizabeth Marine Terminal, one of the busiest ports in the world. MSSTs were created in direct response to the terrorist attacks of Sept. 11. The Homeland Security Act of 2002 delineated ports, waterways and coastal security (PWCS) as the first homeland security mission. The PWCS mission entails the protection of the U.S. Maritime Domain and the U.S. Marine Transportation System and those who live or work near them.
