At the time of the photo (19 March 1964), Paul Bikle was the Director of the NASA Flight Research Center (FRC) at Edwards, Calif.; Hugh Dryden was the Deputy Administrator of NASA (in whose honor the Flight Research Center was renamed the Hugh L. Dryden Flight Research Center in March 1976); and Walt Williams was the Deputy Associate Administrator in the Office of Manned Space Flight at NASA Headquarters. Williams had been the first Chief of the High-Speed Flight Station (HSFS), as the FRC was named when the X-15 program began. He was succeeded by Bikle in 1959 after the first flight of the X-15 had taken place from the HSFS.
