The “D” represents the first letter of the installation name; the eagle represents Dover’s host wing, the 436th Airlift Wing, also known as "Eagle Wing," and their airlift capabilities; the colors represent the Delaware state flag. The swooping lines are meant to resemble a flight path as Dover AFB owns, maintains and operates the C-5M Super Galaxy and C-17 Globemaster III aircraft with a mission to provide rapid global airlift, combat ready Airmen, and unrivaled installation support.
