Vice Adm. Samuel Locklear, commander of U.S. Third Fleet, addresses members of Explosive Ordnance Disposal Mobile Unit 11 during a familiarization visit to Naval Air Station Whidbey Island. During his visit, Locklear toured Commander Patrol and Reconnaissance Wing 10, EODMU-11, and Tactical Electronic Warfare Squadrons 140 and 141 to address current Navy issues.
