191219-N-ZZ513-1018 SAN DIEGO (Dec. 19, 2019) Vice Adm. Scott D. Conn, commander, U.S. 3rd Fleet, gives remarks at the Diesel Electric Submarine Initiative (DESI) closing ceremony, Dec. 19. The ceremony marked the conclusion of the 2019 program in which Peruvian submarine BAP Angamos (SS-31) participated. DESI training evolutions allows partner navies to work together to train and test undersea warfare capabilities through engagement tactics, weapon system tests and close encounter operations enhancing interoperability of assets between the U.S. and South American navies.
