Navy Capt. Joe E. Tofalo makes his final remarks as commanding officer of Submarine Squadron 3, during a change of command ceremony aboard USS Minneapolis-Saint Paul (SSN 708), Pearl Harbor, Hawaii, Sept. 6. Capt. Edward L. Takesuye relieved Tofalo as commanding officer of the attack submarine.
