Philippine Navy Petty Officer 1st Class Erwin Mondragon, 3rd Naval Mobile Construction Battalion, right, and U.S. Navy Petty Officer 3rd Class Ethan Merrill, Naval Mobile Construction Battalion 40, reposition a metal frame during an engineering civic assistance project at Buena Vista Elementary School, April 9, 2012. Both Seabees are working alongside a team of Philippine and U.S. military to construct new classrooms as well as install an improved water supply system that will increase the community’s access to water for cleaning, cooking and bathing. Both projects are a part of Exercise Balikatan 2012, an annual bilateral training exercise that builds interoperability between Philippine and U.S. military members through humanitarian civic assistance, disaster relief and field training activities.
