Matt Harper, from Everett, Washington, commanding officer of the Undersea Warfare Operations Portland, Oregon Detachment, temporarily assigned to Commander, Submarine Group Seven, poses for a portrait at U.S. Fleet Activities Yokosuka, Japan.
