YOKOSUKA, Japan (March 14, 2019) Capt. Matt Harper, from Everett, Washington, commanding officer of the Undersea Warfare Operations Portland, Oregon Detachment, temporarily assigned to Commander, Submarine Group Seven, poses for a portrait at U.S. Fleet Activities Yokosuka, Japan. Harper said he joined the Navy 24 years ago in 1997 and, after a brief break in service, joined again to serve his country on Sept. 11, 2001. “As a unit commanding officer, I get to lead some really amazing people, from E-4 all the way to O-5, in various submarine warfare rates and designators.
