GREAT LAKES, Ill. (March 5, 2019) Electrician's Mate 1st Class Racquel Gunnell smiles as Capt. Erik Thors, commanding officer of Recruit Training Command (RTC) and RTC Command Master Chief David Twiford pin collar devices on her uniform during a surprise promotion ceremony. Gunnell was one of four RTC Sailors promoted to petty officer first class under the Navy’s Meritorious Advancement Program, which gives commanders the opportunity to recognize their best Sailors by advancing them when they are ready for the next level of responsibility.
