Keith Smith, Fifth District commander, and Master Chief Petty Officer Leonard Barbazon, Fifth District command master chief, commends the crew of the Cutter James Rankin for all their hard work in keeping the Chesapeake Bay navigable for boating traffic, Portsmouth, Virginia, Feb 7, 2019. The James Rankin is a 175-foot Keeper-class buoy tender homeported in Baltimore.
