Gonzalez and Rear Adm. Kyle Cozad, NETC commander, left, are co-leads for the ESC, which is responsible for integrating the individual efforts of stakeholders as RRL is implemented. RRL is part of Sailor 2025, the Navy's program to more effectively recruit, develop, manage, reward and retain the force of tomorrow.
