Chief Petty Officer John Mitchell, a shallow-water response boat team member, coordinates rescue efforts with the New Cumberland County River Rescue team from New Cumberland, Pennsylvania, in the Mayfair neighborhood of Lumberton, North Carolina, Sept. 17, 2018.
Shallow-water response teams use 16-foot aluminum boats in order to navigate areas flooded by Hurricane Florence and to provide assistance in coordination with state and local emergency operation centers.
