The Honorable Caral E. Spangler, center, tours Marine Corps Installations East on Marine Corps Base Camp Lejeune, N.C., Aug. 21, 2018. Spangler is the Assistant Deputy Commandant for Programs and Resources and fiscal director of the Marine Corps. Spangler received several days of command briefs to better understand the issues involving mission execution and budgeting. “Ms. Spangler is here to get a better understanding of the issues at the local level," said Col. Gary D. Rotsch, budget director for Programs and Resources. "Because sometimes when you’re up there at Headquarters Marine Corps you can’t get through the layers in between local commands.
