Construction crews work to build the foundation and framework Sept. 25, 2017 for the Naval Surface Warfare Center Panama City Division’s (NSWC PCD) new Air Cushion Vehicle Command, Control, Communications, Computers and Navigation (C4N) Production and Integration Facility.
