Harris, commander, Contingency Command Post 1 and Task Force 51, U.S. Army North (Fifth Army), Joint Base San Antonio, Texas presents Jolene Carpenter, the site director, disaster program manager-Red Cross, a Certificate of Appreciation Sep. 6, 2017 at the military operations center in Hempstead, Texas, for the American Red Cross support in joint efforts for Hurricane Harvey recovery operations. The Department of Defense is conducting Defense Support of Civil Authorities operations in response to the effects of Hurricane Harvey. DSCA operations are part of the DOD's response capability to assist civilian responders in saving lives, relieving human suffering and mitigating property damage in response to a catastrophic disaster.
