    A vessel named 'INCENTIVE' from New Bedford is docked at a waterfront pier, with a containment boom deployed around its hull on the water surface. Inside the boom, a large quantity of what appears to be squid or similar marine organisms along with white paper/packaging materials are floating in reddish-tinged water.
