U.S. Army Brig. Gen. David Elwell, 311th Expeditionary Sustainment Command commanding general, traveled to the Fort Irwin National Training Center November 19, 2016, for a change of command ceremony, representing the higher command. He passed the colors to Col. Chris Barra, who is the incoming 304th Sustainment Brigade commander, during a joint Field Training Exercise for combat readiness.
