PHIBLEX is an annual U.S.-Philippine military bilateral exercise that combines amphibious landing and live-fire training with humanitarian civic assistance efforts to strengthen interoperability and working relationships. Blecha, from Astoria, Ore., is a combat engineer with Bravo Company, 9th ESB, 3d Marine Logistics Group, III Marine Expeditionary Force.
