Capt. James McHugh, commanding officer of Naval Base Ventura County accepts the Flame of Hope torch from members of the Port Hueneme Law Enforcement relay group at Naval Base Ventura County Point Mugu. The Flame of Hope torch is part of the Special Olympics opening ceremony. McHugh and 20 civilian and military personnel from the base carried the torch three miles.
