Excess Defense Article Coast Guard cutter moors in Alameda, Calif.
An unmarked Coast Guard cutter, the recently decommissioned Cutter Boutwell, moors in Coast Guard Base Alameda June 2, 2016 to be transferred as an Excess Defense Article to the Philippine Navy. Boutwell was decommissioned March 16 in San Diego, California. Under the EDA program, defense articles and military equipment that are no longer needed by the U.S. armed forces are eligible for transfer to foreign countries under section 516 of the Foreign Assistance Act (FAA) of 1961.
