    A flood rescue operation is underway in what appears to be a small town or suburban area with significant water inundation. Military or National Guard heavy equipment (a tan/beige tactical vehicle with a crane/lift arm) is staged alongside multiple gray and yellow inflatable rescue rafts. Several responders in civilian and high-visibility clothing are preparing or managing the rafts at the edge of floodwaters.
