Lt. Terence Taylor listens to a contractor as two new incinerators operate behind them. The PENNRAM step-down incinerators installed in the expansion area of Camp Lemonnier, Djibouti, became fully operational, April 1, replacing the existing incinerators and increasing the camp's ability to manage trash waste.
