James Spencer, the 21st TSC command sergeant major, present Sgt. 1st Class Lamont Gilliam, the noncommissioned officer in charge of the 21st TSC's Netherlands Law Center, with a letter of appreciation signed by President Barack Obama. Gilliam is retiring after more than 20 years of service to the Army.
