A worker with CDM Constructors uses a torch to cut a section of a steel coffer dam pile. CDM Constructors is the prime contractor for the dissolved oxygen injection system, an environmental mitigation feature of the Savannah Harbor Expansion Project (SHEP). The coffer dam will allow workers to build the site for a series of Speece cones. These cones will super-oxygenate river water and inject it back into the Savannah River to maintain current levels of dissolved oxygen as the shipping channel is deepened. The U.S. Army Corps of Engineers, Savannah District, oversees the SHEP, including environmental mitigation.
