U.S. Coast Guard Chief Warrant Officer Phillip Norris, from Tuscaloosa, Ala., and the main propulsion assistant aboard the U.S. Coast Guard Cutter Legare, stands by to lower the over the horizon small boat before an underway training exercise Saturday, July 18. The Legare, home ported in Portsmouth, Va., is on a scheduled three-month deployment to several African coastal countries in support of the Africa Partnership Station mission. APS is a cooperative agreement between the U.S. and several African countries that through working together improvers safety and security in a global sea trade environment.
