Balcos is a civilian worker at the Philippine Air Force Hospital in Lapu Lapu City, Philippines, and volunteered to help with the mission during exercise Cooperation Afloat Readiness and Training 2009. CARAT is a sequential series of bilateral exercises held annually in the Southeast Asia region designed to build relationships and enhance the operational readiness of the participating forces.
