U.S. Coast Guard Petty Officer 2nd Class Justin Laragione, in red, approaches a ship with members of the Armed Forces of the Philippines navy special operations group during the Philippine phase of exercise Cooperation Afloat Readiness and Training. Laragione is working with the Philippine navy on interdiction techniques. CARAT is a series of bilateral exercises held annually in Southeast Asia to strengthen relationships and enhance the operational readiness of the participating forces.
