The U.S. Navy League Kingsville Chapter recognizes ABF1 (AW/SW) Courtney Davis, Senior Sailor of the Quarter, for his outstanding achievements and dedication to duty during the fourth quarter of 2014. The Chief of Naval Operations established the SOY Program to recognize one Sailor who represents the best of the Navy by demonstrating both professional and personal dedication. In 1973, the SOY Program was expanded to recognizes three outstanding Sailors to represent the many superior petty officers serving in shore establishments Navy-wide.
