Scott Mowery, Recruit Training Command division officer cut a ribbon commemorating the opening of two new barracks at RTC. USS Arleigh Burke and USS Hopper are the 11th and 12th barracks of the RTC 12-year, $750 million Recapitalization Project to significantly enhance both recruit training and the living environment at the Navy's only boot camp.
