    The crew of the Coast Guard Cutter Frank Drew, a 175-foot buoy tender home-ported in Portsmouth, Va., offloads summer hull buoys to their winter storage location on the Potomac River and on loads ice hull buoys onto the ship, Monday, Dec. 9, 2013.
