    The Coast Guard Cutter Bristol Bay, a 140-foot ice-breaking tug homeported in Detroit, creates a track through the ice near Algonac, Mich., for the motor vessel Algoeast, which was coming downriver from Port Huron, Mich., Feb. 10, 2013. The Coast Guard conducts icebreaking for search and rescue, urgent response to vessels, exigent community service and to facilitate the reasonable demands of commerce, under President Roosevelt's Executive Order 7521, signed in 1936.
