A Coast Guard petty officer looks on as he and his fellow boarding team members set out to board New England fishing vessels, both domestic and foreign-flagged. The boarding team is from the 270-foot cutter Spencer, homeported in Boston. Among its primary missions, the cutter ensures commercial fishing vessel safety and enforces industry regulations. In 2011, the Coast Guard conducted boardings on over 5,500 U.S. vessels and 102 boardings on foreign-flagged ships.
