CAPE CHARLES, Va.-Coast Guard Petty Officer 1st Class James Ballard (center) displays his Cmdr. Ray Evans Oustanding Coxswain Trophy June 3, 2011, at Coast Guard Station Cape Charles after being presented with it by Office of Boat Forces Cmdr.
