SAN DIEGO - The motor vessel California Responder and a C-130 from the 910th Airlift Wing from Youngstown Air Reserve Station in Ohio simulate an oil spill and dispersant application May 11, 2011 30 miles off the coast of San Diego. Federal, state and local agencies came together in Oceanside, Calif., to participate in the 2011 Preparedness for Response Exercise, a triennial requirement mandated by the Oil Pollution Act of 1990, and served as a forum to educate the community and improve the skills of everyone involved in their ability to effectively respond to a pollution scenario off the California Coast.
