ELIZABETH RIVER, Va. - A Coast Guard 41-foot Utility Boat is tied up at the pier of the Atlantic Yacht Basin in Chesapeake, Va., as crewmembers inspect the basin for signs of pollution while on a patrol down the Elizabeth River at 10:50 a.m., Feb. 9, 2011.
