MOBILE, Ala. - Lt. Matthew Nakagawa briefs Adm. Robert J. Papp Jr., U.S. Coast Guard commandant, on continuing operations about buoy tenders returning to and departiing to skim oil for the BP Deepwater Horizon oil spill response at the Naval Air Station Pensacola pier June 23, 2010. The buoy tenders are using a Vessels of Opportunity Skimming System that skims the surface of the ocean and pumps the product into a barge that holds 28,000 gallons of product.
