BALTIMORE - Crewmembers aboard the Coast Guard Cutter James Rankin, a 175-foot buoy tender homeported in Baltimore, prepare to load an oil recovery barge that is used as part of the Vessel of Opportunity Skimming System, April 14, 2010.
