CLEVELAND - Master Chief Petty Officer Frank Jennings received the Certificate of Retirement from Rear Adm. Peter Neffenger, commanding officer, Ninth Coast Guard District, at an official retirement ceremony in the Anthony J. Celebrezze Federal Building in downtown Cleveland Friday, Sept. 25, 2009. Jennings, a Public Affairs Specialist, served as both the recreational boating safety specialist and the Reserve Comman Master Chief for the district.
