WASHINGTON (April 1, 2009) -- Chief of Naval Operations (CNO) Adm. Gary Roughead and Coast Guard Commandant Adm. Thad W. Allen sign a memorandum of agreement (MOA) for the Safe Harbor program at the Pentagon. Signing of the MOA reflects the Navy and Coast Guard's commitment to providing a lifetime of individually tailored, coordinated, non-medical care to seriously wounded, ill, or injured service members and their families.
