Two U.S. Coast Guard personnel wearing white hard hats and orange safety vests are observing a buoy retrieval or deployment operation from the edge of a vessel. Multiple large orange buoys marked 'U.S. COAST GUARD' are visible in the water, along with cables and rigging equipment. The operation appears to involve lifting or positioning navigational buoy equipment in choppy water.
