PORTSMOUTH, Va. - Coast Guard Petty Officer 1st Class Anthony R. Clark (left), a Marine Science Technician a returning member of the Coast Guard's Redeployment, Assistance and Inspection Detachment (RAID) Team IV, shakes hands with Rear Adm. D.
