    New York Coast Guard harbor patrol prepares to transfer passengers for OpSail 2000 festivities to the USCGC Willow in the early morning hours of July 4, 2000. Throughout the day, the harbor patrol will diligently keep the water lanes clear for safe passage of the tall ships from around the world as they sail up the Hudson River.
