An aerial photograph shows the riverboat 'Empress of the North' in apparent distress, surrounded by emergency response vessels including a U.S. Coast Guard cutter. Multiple orange life rafts are deployed in the water on the port side of the vessel, and numerous people in red life vests are visible on the decks and rescue vessels. This appears to be a maritime emergency or rescue operation.
