(Sept. 26, 2003)--Machinery Technician 3rd Class Timothy Tolliver holds his hands in the air as he asks Seaman James Lollar, in the water holding onto Oscar a rescue dummy, why their canoe sank. The two were representing Coast Guard Station Sturgeon Bay, Wisc., in a canoe race during the first Coast Guard Group Milwaukee Boat Rodeo.
