A U.S. Air Force promotion ceremony is taking place, with the central figure identified by name tape as 'FOLEY' having new rank insignia pinned onto her uniform simultaneously from both sides. Two children stand close to her during the ceremony, suggesting they are her family members participating in the traditional 'pinning' ritual. The event appears to be held in an official indoor venue with a U.S. flag and what appears to be a Portuguese flag in the background.
