Task Force Koa Moana 23 is comprised of approximately 200 U.S. Marines and Sailors from 1st Marine Logistics Group and I Marine Expeditionary Force Information Group, who will task-organize into multiple detachments with expertise in providing engineering, medical, maritime law enforcement, and explosive ordnance disposal capabilities.

Hawaii National Guard Joint Force Headquarters activated Army and Air National Guardsmen in support of the Hawaii County Civil Defense authorities in response to the Puna Lava flow.
